Timing Belt - Whining Noise

This TSB is being republished in its entirety to include 1994-95 model year vehicles.
ISSUE:
A "whining" noise from the timing belt may be caused by improper tensioning of the timing belt.
ACTION:
Perform the normal Noise/Vibration/Harshness (NVH) diagnostics in accordance with the 1993 Powertrain Control/Emissions Diagnosis (PC/ED) Manual. If the timing belt is identified as the causal component, use the following service procedure to retension the belt. A new belt should be "run in" and should stop making noise by 4000 miles (6437 km) of usage.
NOTE:
THIS PROCEDURE DOES NOT PERTAIN TO THE 3.2L SHO ENGINE BECAUSE IT HAS AN AUTOMATIC TIMING BELT TENSIONER.
1. Disconnect the wiring to the Distributorless Ignition System (DIS) module or Electronic Ignition (EI) module.
2. Remove the intake manifold crossover tube bolts, Figure 1.
3. Loosen the intake manifold crossover tube hose clamps.
4. Remove the intake manifold crossover tube.
5. Remove the upper timing belt cover.
6. Place the gear selector in NEUTRAL.
7. Set the engine to Top Dead Center (TDC) on No. 1 cylinder.
a. Ensure that the "white" mark on the crankshaft damper aligns with the 0° index on the lower timing belt cover, Figure 2.
b. Be sure that the marks on the intake camshaft pulleys align with the index marks on the timing belt cover, Figure 3.
8. Raise the vehicle on a hoist.
9. Remove the RH front wheel and tire assembly.
10. Loosen the fender splash shield and place it out of the way.
11. Remove the plastic door in the lower timing belt cover to gain access to the timing belt tensioner assembly.
12. Loosen the 14 mm locknut on the timing belt tensioner.
a. Rotate the tensioner pulley 180° clockwise using a 6 mm Allen wrench, Figure 4.
b. Tighten the 14mm tensioner locknut to hold the pulley in the "unload position".
13. Release the tensioner locknut and leave the nut loose.
14. Rotate the crankshaft two (2) revolutions clockwise until the "yellow" mark on the damper aligns with the 0° mark on the lower timing belt cover, Figure 5.
15. Tighten the 14 mm belt tensioner locknut to 25-37 lb-ft (34-50 N.m).
16. Rotate the crankshaft an additional 60° clockwise until the "white" mark on the damper aligns with the 0° index mark on the lower timing belt cover, Figure 2.
17. Lower the vehicle.
18. Ensure the index marks on the camshaft pulleys align with the marks on the rear metal timing belt cover, Figure 3.
19. Install the upper timing belt cover. Tighten the retaining bolts to 60-90 lb-in (7-10 N.m).
20. Install the intake manifold crossover tube. Tighten the retaining bolts to 11-16 lb-ft (15-22 N.m).
21. Install the wiring to the Distributorless Ignition System (DIS) module or Electronic Ignition (EI) module.
22. Raise the vehicle.
23. Install the plastic door in the lower timing belt housing.
24. Install the fender splash shield.
25. Install the RH front tire and wheel assembly. Tighten the wheel lug nuts to 85-105 lb-ft (115-142 N.m).
26. Lower the vehicle.
