PAINT - EXCESSIVE PIGMENTATION LEADING TO REDUCED CHIP RESISTANCE - HANDLING PROCEDURE - MUSTANG - LASER RED PAINT (CODE E-9) - VEHICLES BUILT 12/1/93 THROUGH 2/8/94
FORD:
1994 MUSTANG
ISSUE:
1994 Mustangs with Laser Red paint built 12/1/93 through 2/8/94 may exhibit a condition resulting from an incorrect amount of pigmentation in the paint, leading in some instances to excessive decay of the base coat. This condition is characterized by erosion of the paint upon impact by foreign material.
If a vehicle is affected by this condition, the paint will exhibit progressive flaking around an area that may begin with an abrasion to the paint (normally, paint damage from foreign material will chip but not flake around the damaged area).
Normal paint damage can be serviced with touch-up paint or spot repair. If a vehicle exhibits this condition, caused by the addition of too much pigment to the paint, it can be corrected only by a complete repaint.
ACTION:
Affected vehicles in the build dates that exhibit this condition will require a complete strip and refinish.
Due to the vehicle's extreme contours, the only approved method of stripping the vehicle is with media blast equipment at authorized refinish centers. The vehicle will be media blasted to the red tinted primer and not to bare metal.
NOTE:
DEALERS ARE REQUIRED TO SUBLET THE ENTIRE REPAIR TO ONE OF THE AUTHORIZED REFINISH CENTERS LISTED IN THIS TSB.
The complete repair will take approximately five (5) working days plus the additional time for vehicle transportation. Please disregard this TSB if the vehicle was previously stripped and refinished at one of the authorized refinish centers.
OUTSIDE LABOR (OSL) PROCEDURE
The dealer receiving the vehicle from the customer is responsible for the following:
^ Contacting the closest authorized refinish center to set up the refinish appointment.
^ Arranging vehicle transportation to and from the authorized refinish center. If you are within a 50 mile (80 km) radius of the authorized refinish center (auction sites only) the transportation arrangements should be made through, and will be covered by, that refinish center. If you are using one of the Ford dealers from this TSB's list or are outside a 50 mile (80 km) radius from the authorized refinish center, you must arrange the vehicle transportation to and from the refinish center.
^ Ordering the appropriate emblems and mouldings (if applicable), and providing them with the vehicle to the authorized refinish center.
^ Providing a rental vehicle (a 1994 Mustang, or comparable vehicle) to the customer for the duration of the repair.
^ Washing the customer's vehicle prior to returning it to the customer. A final wash is required to remove any dirt that may have been picked up during transportation.
AUTHORIZED REFINISH CENTERS
Any Laser Red Mustang built 12/1/93 through 2/8/94, that requires refinishing, must be refinished at one of the listed authorized refinish centers. The authorized refinish center's technicians have been specially trained. A Quality Control Inspector will monitor the refinish quality at all locations. Follow the normal repair procedures for vehicles outside the specified build dates. Vehicles in need of repair for scratches, dents, chips, etc., that have already been refinished per this TSB should be handled following normal paint repair procedures.
NOTE:
PRIOR TO TRANSPORTING THE VEHICLE, THE APPLICABLE REPLACEMENT PARTS MUST BE OBTAINED THROUGH THE FORD PARTS SYSTEM AND SHIPPED WITH THE VEHICLE TO THE AUTHORIZED REFINISH CENTER.

CLAIMING INSTRUCTIONS
Allowable warranty claim submissions for dealers performing this TSB are as follows:
1. Administration time of $150.00 (not available to authorized refinish centers).
2. Incurred vehicle transportation cost to and from an authorized refinish center, if applicable (not available to authorized refinish centers).
3. Rental car allowance up to $25.00 per day for the customer's use of a 1994 Mustang, or comparable vehicle, for the duration of the repair (21 days maximum).
4. Parts ordered and supplied with the vehicle to the refinish center.
