IMPORTANT
A DCS stop delivery notice (DCS # 94-189) was sent to involved retailers on June 28, 1994. Involved vehicles, as indicated by VIN (Vehicle Identification Number) computer listings, must be inspected or inspected and corrected before sale. If you do not receive a VIN computer listing with this bulletin, our records indicate you have no involved vehicles. Involved vehicles may be sold after they have been inspection or inspected and corrected as per the service procedure in this bulletin.
DEFECT INVOLVED
General Motors has determined that certain 1994 Oldsmobile Achieva model vehicles may have had an incorrect concentration of engine coolant (antifreeze) installed at the assembly plant. This may result in reduced freeze protection and reduced engine cooling performance.
To prevent this condition from occurring, retailers are to check the concentration of the engine coolant on involved vehicles, and where necessary, drain, flush and fill the engine cooling system with coolant at the correct concentration on all affected vehicles.
VEHICLES INVOLVED
Involved are the following 1994 Oldsmobile Achieva vehicles (in "Ship to Retailer Code" order):
Involved vehicles have been identified by Vehicle Identification Number Listings. Computer listings contain the complete Vehicle Identification Number, owner name and address data, and are furnished to involved retailers with the campaign bulletin. Owner name and address data furnished will enable retailers to follow-up with owners involved in this campaign.
These listings may contain owner names and addresses obtained from State Motor Vehicle Registration Records. The use of such motor vehicle registration data for any purpose is a violation of law in several states. Accordingly, you are urged to limit the use of this listing to the follow-up necessary to complete this campaign. Any retailer not receiving a computer listing with the campaign bulletin has no involved vehicles currently assigned.
Should a question arise concerning the campaign involvement of a specific vehicle(s) within the breakpoints listed above, retailers should access the Vehicle Information Service System (V.I.S.S.) for verification.
All vehicles listed on the retailer printout will require correction. Other suspect vehicles should be checked for campaign involvement by utilizing the Vehicle Information Service System (V.I.S.S.).

OWNER NOTIFICATION
Owners will not be notified of this recall on their vehicles by Oldsmobile Division. Owners of vehicles recently sold from your new vehicle inventory are to be contacted by the retailer, and arrangements made to make the required correction according to the instructions contained in this bulletin.
RETAILER CAMPAIGN RESPONSIBILITY
Retailers are to service all vehicles involved in this campaign, at no charge to owners, regardless of mileage, age of vehicle, or ownership.
Whenever a vehicle subject to this campaign is taken into your new or used car inventory, or if it is in your retail facility for service, you are to ensure the campaign correction has been made before selling or releasing the vehicle.
Retailers with vehicles to correct will also receive one printout of vehicle identification numbers, owner names and addresses in VIN sequence (in California, VIN's only, no names or addresses). This data will enable you to follow-up with involved owners.
Your cooperation in completing this campaign as soon as possible will be greatly appreciated.
SERVICE PROCEDURE
1. Raise and support the hood.
2. Using a refractometer type tester J-26568, J-23688 or J-38633, check the concentration of the coolant in the vehicle following the procedure in section 6B of the 1994 Oldsmobile Achieva Service Manual. Follow the directions of the manufacture of the tester being used. Unless the tester being used has a provision for temperature correction, test the engine coolant at the same temperature that the tester is calibrated for.
3. If the coolant test indicates freeze protection of -34 ~F to -54 ~F (-37 ~C to -48 ~C), the coolant is correctly diluted and no further service is necessary. Procedure to step five (5) of the service procedure.
4. If the coolant test indicates a freeze protection outside of the limits in step three (3) above, the cooling system should be drained, flushed and filled following the procedure in section 6B of the service manual. (Use P/N 1052753 GM Engine Coolant, or equivalent coolant meeting GM specification 1825-M, as required.)
NOTE:
It is recommended that the cooling system be filled with a 50/50 mixture of engine coolant and water, unless local conditions call for higher levels of coolant (northern areas with extreme cold weather conditions. DO NOT USE ANY SOLUTION THAT IS MORE THAN 70% ANTIFREEZE. See Table 1 for engine cooling system capacities.
5. Run the vehicle long enough to be sure the coolant is thoroughly mixed, and test the coolant concentration per the service manual procedure on page 6B-9. Adjust coolant as necessary to reach recommended freeze protection level.
6. Install a Campaign Identification Label.

CAMPAIGN IDENTIFICATION LABEL
Each label provides space to print the campaign number and the five (5) digit retailer code of the retailer performing the campaign. Insert this information with a typewriter or ball-point pen. When installing label, clean and dry the surface of the radiator support tie bar and apply the campaign label where it is readily visible.
Each Campaign Identification Label is to be located on the radiator core support in an area which will be visible when the vehicle is brought in for periodic servicing by the owner.
