Recall - Excessive HC, CO Emissions and Exhaust Manifold: Overview

90chrysler13 No. 472

September, 1990
To: All California Dodge and Chrysler-Plymouth Dealers

Subject: California Emissions Recall # 472 -- HC and CO Emissions and Exhaust Manifold

Models: 1986 and 1987 Model Year Plymouth and Dodge Colt Vista 2WD Vehicles Equipped With a 2.0L Carbureted Engine and California Emissions Control System

The listed model vehicles may emit hydrocarbons (HC) and carbon monoxide (CO) in excess of the California Emissions Standards. In addition, exhaust manifolds may leak on some vehicles. To correct these conditions, the following steps are required:

^ Install new spark plugs and clean carburetor.

^ Test carburetor feedback system for control of CO emissions and replace jet mixture solenoid valve if necessary.

^ Install shim in carburetor choke system to provide leaner choke operation.

^ Clean EGR and sub-EGR valves and passages.

^ Inspect the exhaust manifold for leaks and replace if necessary.

^ Adjust idle speed and basic ignition timing.

^ Adjust transmission throttle control cable (automatic transmission vehicles).

^ Install intermediate electrical harness to the Carburetor Control Unit (CCU).

^ Install recall completion label.

Caution: The California Air Resources Board (CARB) will be performing an audit of vehicles serviced for this recall.

Failure to perform all steps of the recall service procedure completely and accurately may cause emissions noncompliance. Further, CARB considers failure to properly perform emissions recall procedures to be a violation which may subject the servicing dealer to a significant fine.

Details of this service action are explained in the following sections. As an additional service aid, a videotape demonstrating the service procedure is included in the August, 1990 Master Tech program.
Vehicle List

Each dealer to whom involved vehicles were invoiced (or the current dealer at the same location) will receive a vehicle list with this letter arranged in Vehicle Identification Number (VIN) sequence. Owners known to Chrysler are also listed. The lists are for dealer reference in arranging for service of involved vehicles.

Each California Dodge or Chrysler-Plymouth dealer without a Vehicle List will receive an information copy of this letter by Compak Mail for use in performing the service on involved vehicles upon request.

Recall Completion Label Requirement

There is a California Air Resources Board requirement to affix a label to the vehicle to certify that the emissions recall was completed. A label is included in each emissions service parts package. Refer to the Service Procedure of this letter for application instructions.
