SUBJECT:
Clicking/Popping Noise when Turning Steering Wheel
MODELS:
1995 (JA) Cirrus/Stratus
1995 (PL) Neon
SYMPTOM/CONDITION:
Rapid clicking/popping noise when turning the steering wheel.
DIAGNOSIS:
1. Note and record the radio station presets and disconnect and isolate the battery negative cable. Allow airbag system capacitor to discharge for two minutes before removing the clockspring. Follow all precautions and warnings when working with airbag components.
2. Remove the steering wheel and clockspring as outlined in the appropriate Service Manual.
3. Install the steering wheel back on the column. Do not torque the steering wheel retaining nut at this time.
4. Remove the upper steering column coupling pinch bolt retaining pin and remove the pinch bolt. Disconnect the upper steering column coupler from the lower steering column coupler. This will relieve any additional preload on the upper steering column bearing
NOTE:
ON VEHICLES EQUIPPED WITH A TILT COLUMN, THE COLUMN MUST BE LOCKED IN THE FULL UP POSITION BEFORE PROCEEDING TO THE NEXT STEP.
5. Connect the upper steering column coupling to the lower column coupling and install the pinch bolt and retaining pin. Rotate the steering wheel clockwise and counterclockwise and listen for a clicking/popping noise. If the noise is present, proceed to the repair procedure. If the noise is not heard, install the clockspring back onto the column. Connect the negative battery cable and set the clock and radio station presets.
6. If a noise is now heard when turning the steering wheel, further diagnosis and repair will be necessary and will not be covered in this bulletin.

REPAIR PROCEDURE:
This bulletin involves replacing the appropriate steering column with a new part containing a revised steering shaft configuration.
1. Replace the steering column with the appropriate part called out in the Parts Required section. Follow the procedure in the appropriate Service Manual. Follow all precautions and warnings when working with airbag components.
2. Connect the negative battery cable and set the clock and radio station presets.
