1. Oxygen sensor defective (shorted to ground).
2. Air/fuel mixture excessively lean.
3. Faulty on-off ratio tester.
4. Defective overvoltage protection relay, or blown fuse on relay.
5. No voltage at ECU.
TEST:
ECU voltage.
Oxygen sensor test.
Reset idle mixture.
