Measure the voltage between EM014/008 and relay socket pin 5

- Is the voltage > 0 (zero)V?
Yes
Inspect connectors EM014, EM049, EM019 and relay base for bent/pushed back pins or locate harness. Repair as necessary and test the system for normal operation.
No
Reconnect EM012, EM013, and EM015
GO to R17 R17: Check For Short to B+
